## Hosted only

DreamLayer Agent API contains private routing, model and workflow selection, provider fallback policy, internal costs, managed billing, and production execution controls.

## Governance

The public/private manifest and threat model define the boundary. Release gates validate the current tree, reachable history, and built artifacts. Exact public and private digests must remain in lockstep before release.

The repository remains private during beta and changes visibility only through the final operator-approved release ceremony.
